Through Resolution 471/2026, published in the Official Gazette on May 5, 2026, the National Gas Regulatory Agency (ENARGAS) approved a new comprehensive framework for the allocation of firm natural gas transmission capacity. The resolution approves the “Regulations for the Allocation of Firm Transportation Capacity,” the “Model Expression of Interest,” the “Model Irrevocable Offer,” and the “Procedure for the Allocation of Firm Transportation Capacity”; it also closes the public consultation initiated by ENARGAS Resolution 385/2026 and considers the comments received to have been addressed. In practical terms, the regulation reorganizes the mechanisms for the allocation, transfer, and offering of firm capacity under criteria of open access, transparency, competition, and non-discrimination.
