By means of Decree 943/2025 (Official Gazette 02/01/2026), the National Executive Branch ordered the unification of energy subsidies under national jurisdiction, created the Targeted Energy Subsidies (SEF) regime—with the aim of ensuring vulnerable residential users access to essential energy consumption and improving transparency and efficiency in the administration of public resources—and created the Targeted Energy Subsidies Registry (ReSEF).
