The National Executive Branch redefined the concession scheme, approved the new port layout, and called for private initiatives

Through Decree 602/2025 (B.O. 08-22-25), the National Executive Branch (PEN) repealed Decree 299/2023, approved the scope and delimitation of areas for the infrastructure project for Puerto Nuevo – Buenos Aires (Annex IF-2025-89141947 -APN-ANPYN#MEC), provided for the unification of the concessions for Terminals 1, 2, and 3 into a single concession, and granted the National Ports and Navigation Agency (ANPYN) the status of concessionaire for Terminals 1, 2, 3, and 4.

The PEN instructed ANPYN to call for private initiatives for the development of a cruise terminal and a tourist-commercial area on breakwaters 4 and 5, and empowered the Agency to coordinate studies and environmental impacts in accordance with Law 25,675. The measure is part of the modernization and competitiveness of the port, with the separation of cargo operations (breakwaters 1–3) and cruise operations (breakwaters 4–5).
